The Office of the Vicar General
The origin of the office of the vicar general dates back to the canonical tradition of the 4th century, when individuals appointed alongside the bishop assisted him in governing the diocese. The Code of Canon Law (1983 ) also designates the office of vicar general as mandatory (canons 475–481) within the organizational structure of the diocese. In the Archdiocese of Alba Iulia, the vicar general is the priest appointed by the diocesan bishop to assist him in governing the diocese. By virtue of his office, the vicar general possesses throughout the entire diocese the executive power that the law grants to the diocesan bishop, namely in regard to making all administrative decisions, except for those which the bishop has reserved to himself or which, according to the law, require a special episcopal mandate (canon 479 §1). The vicar general is freely appointed and removed from office by the diocesan bishop.
